avantage Presentation on “The Combined Impact of Changes to Liquidity and Capital Regulation”
In our latest briefing session we provided an opportunity for our guests to receive an update on regulatory developments, including CRD II (CSSF Circular 10/475), CRD III, and Basel III / CRD4.
Stephan De Prins, Country Manager, avantage (Belgium and Luxembourg), began proceedings by welcoming participants and providing an overview of the speakers and programme. Stephan introduced the topic observing that the capital and liquidity reforms significantly strengthen the current regime and noted the importance of assessing the impact of CRD II and CRD III (as adopted) as well as the ‘looming’ regulatory changes to be introduced by Basel III (and its European ‘cousin’, CRD IV).
Our first speaker, Vincent Galand, Senior Manager, avantage, discussed the amendments made to the capital adequacy regime in CSSF Circular 10/475 and provided an overview of the new large exposure regime specifically. He also gave an overview of the proposed changes to the capital adequacy regime that are encompassed by CRD III.

Our second guest speaker, Marco Lichtfous, Head of Micro-prudential Supervision of the Financial System, Banque Centrale du Luxembourg, went on to discuss the proposed changes to the liquidity and liquidity risk management regulatory regime. Marco also provided the participants with his valuable insight into the developments of the Basel Committee and the European Union regarding CRD IV.

The session concluded with a question and answer session where each of the speakers joined by Gilles Pierre, Adviser, Banking Supervision, Risk Management, Accounting and Reporting, of the Association des Banques et Banquiers, Luxembourg The Luxembourg Bankers' Association, responded to questions from the floor.
